Alan S. Abel | Director and Global AML Practice Leader, Regional Leader Regulatory Compliance
Alan Abel is Crowe Horwath’s Global Anti-Money Laundering (AML) Practice Leader. Alan has worked with the Boards and Management of over one hundred global and regional banks to help them develop and strengthen their governance, business processes, controls, and risk management connected with money laundering, fraud, corruption, related financial crime, and sanctions. He has 20 years of experience managing large, complex domestic and international projects and financial management operations. Alan has worked with the governments of thirty-five countries to evaluate and assist their money laundering detection and deterrence efforts, including the first money laundering vulnerability assessment of the Latin American Rim and Caribbean Region resulting in the Kingston Declaration and the Caribbean Financial Action Task Force (CFATF), which he ran prior to Trinidad & Tobago. These regions included the British Overseas Territories in the Caribbean, the Kingdom of the Netherlands jurisdictions, the governments of Mexico, Colombia, Costa Rica, Dominican Republic, Nicaragua, Panamá, and Venezuela. Amy G. Rudnick, a partner in theWashington, D.C. office of Gibson, Dunn & Crutcher, joined the firm in 1995. Ms. Rudnick co-chairs the firm's Financial Institutions Group and is a member of the White Collar Defense and Investigations Practice Group, specializing in criminal, civil, and regulatory enforcement proceedings involving anti-money laundering laws and regulations, including the Bank Secrecy Act, as amended by the USA PATRIOT Act. Andrew Aspen is Assistant General Counsel with Bank of America advising Merrill Lynch Wealth Management’s Latin America Division, which includes business units based in the U.S. and in Latin America. He has worked previously as in-house counsel with Morgan Stanley’s Global Wealth Management Group, as an associate in the Latin American practice group of Cleary Gottlieb Steen & Hamilton LLP and as a law clerk to the Honorable William J. Bauer of the U.S. Court of Appeals. Andrew received his J.D. from New York University and his B.A. from Bates College in Maine. Arthur D. Middlemiss is the Director of the Global Anti-Corruption Program at JPMorgan Chase & Co. (JPMC). At JPMC, he formerly headed the Financial Intelligence Unit, a team designed to recognize and proactively confront major enterprise-wide Anti-Money Laundering (AML) risks, and oversaw the AML surveillance program for the Investment Bank and the Treasury and Securities Services lines of business. Prior to its merger with JPMC, Mr. Middlemiss headed the AML surveillance program for Bear Stearns. From September 1994 to June 2007, Mr. Middlemiss served as an Assistant District Attorney in the New York County District Attorney’s Office. As Bureau Chief of Investigations Division Central, also known as DANY Overseas, Mr. Middlemiss supervised the investigation and prosecution of complex white collar criminal cases, focusing on matters involving securities fraud, international money laundering, tax evasion, and illegal money remitters. Multiple investigations produced settlements that required major domestic financial institutions to reform their compliance programs. Among other matters, Mr. Middlemiss co-led the District Attorney’s investigation into the role of financial institutions in Enron’s collapse.

Clark Abrams is Chief of the Money Laundering and Financial Investigations Unit at the Office of the Special Narcotics Prosecutor for the City of New York, where he is responsible for directing money laundering cases, conducting training, and assisting and advising prosecutors throughout the Office on money laundering investigations and prosecutions, and sits on the Office's committee that approves and reviews undercover money laundering operations. Over the past 20 years, he has gained substantial experience, in positions with the Securities and Exchange Commission, Manhattan District Attorney’s Office, and Special Narcotics Prosecutor, investigating and prosecuting international money laundering, narcotics trafficking, and financial crime. After serving state appellate and federal trial judicial clerkships upon graduation from law school, Mr. Abrams practiced commercial litigation in New York City, before entering public service. He has served on various Financial Action Task Force (FATF) Working Groups, has been trained as a Mutual Evaluation Assessor for the 40 + 9 Recommendations, and has spoken both in the United States and abroad on issues relating to financial crime, money laundering, and international cooperation.

Mr. Vázquez-Bello is a Senior Partner with the firm of Gunster, Yoakley & Stewart and is a member of its Board of Directors. Mr. Vázquez-Bello was Chairman of the International Law Section of The Florida Bar (1986-87) and was a Director of the Cuban-American Bar Association (1987-92). He has served as General Counsel of the Florida International Bankers Association (FIBA) and is a member of its Executive Committee and Board of Directors. He is the Chairman of FIBA’s annual AML Compliance Conference. Since 1998, Mr. Vázquez-Bello has been a member of the Bank Secrecy Act Advisory Group of the Financial Crimes Enforcement Network (FinCEN), of the U.S. Department of the Treasury (most recently as representative of FIBA). David commenced his banking career in 1978 with Marine Midland Bank in New York City while still in University. After graduation, David entered the executive training program at Marine Midland thus providing him with a solid and wide base of experience. Having initially focused on the treasury side of banking, David held positions as head of Treasury operations and then Lending operations at a number of international banks in New York until he was appointed as Head of Operations for what is today Sumitomo Mitsui Banking Corporation in New York. Originally commencing with Mitsui Bank, the bank during the late eighties and nineties placed in the top two positions globally by asset size. Having spent eleven years at the bank, David eventually assumed the role of Head of Risk Management giving him oversight over key risk management functions. Having relocated to South Florida, David joined Protiviti as the head of the financial services practice for Florida and was the senior “subject matter expert” in banking for the Southeast region. In this capacity, David provided internal audit and compliance consulting services for a number of community banks in Florida. Later David joined Great Florida Bank as Chief Risk Officer and Executive Vice President. Currently David is the Chief Risk Officer for BAC Florida Bank as well as Chairman of the AML Committee for FIBA. Fiona Briscoe is the Senior Compliance Manager at National Commercial Bank Jamaica Limited (“NCB”). In this capacity she is charged with administering the anti-money laundering (“AML”)/counter-financing of terrorism (“CFT”) compliance program for NCB and its subsidiaries - comprising entities within the securities, insurance, remittance and pension industries. Some of her responsibilities include providing guidance to stakeholders, submitting regulatory reports to the relevant agency of government and advising the enterprise of new and revised changes to legislation, regulatory directives and international best practices along with outlining processes to be employed to ensure the continued compliance of the enterprise. In the discharge of her responsibilities, Fiona works closely with the regulators and senior managers/unit heads within the NCB group. Prior to joining NCB, Fiona served in the capacity of Senior Analyst in the Financial Crimes Unit at the Financial Services Commission (“FSC”) in Jamaica. During her tenure, she was credited for the drafting of its Guidelines on AML/CFT for its constituents and planning and coordinating successful training seminars relating to AML/CFT and fraud. Fiona is also an experienced auditor having garnered this experience whilst working at Deloitte & Touche. Her audit experience includes financial and internal control audits covering a wide cross section of industries.

Frank D. Robleto is President and Chief Executive Officer of BAC Florida Bank, based in Coral Gables, Florida. He was appointed to his current position on May 1, 2005, after serving for two years on the Bank’s Board of Directors and on several committees of the Board. Before joining BAC Florida Bank, Frank spent over twenty-two years at Standard Chartered Bank and First Interstate Bank in different executive positions, including CEO of Latin America based in Miami, New York and Los Angeles; Global Head of Institutional Banking and Regional Head of Institutional Banking, based in Singapore. In his last role, he led the customer relationships with banks, broker-dealers, fund managers and insurance companies in the Asia Pacific Region. Before his time at Standard Chartered Bank and First Interstate Bank, Frank worked in Nicaragua for ten years as the CEO of a local finance company and as an officer in the Central Bank of Nicaragua. Frank is on the Board of Directors of the Florida International Bankers Association where he serves as President. He was elected president in May of 2011, and will serve from July 1, 2011 to June 30, 2012. He is also on the Board of the American Nicaraguan Foundation and is a member of its Audit Committee.

Jamal El-Hindi is the Associate Director for the Regulatory Policy and Programs Division of the Financial Crimes Enforcement Network (FinCEN). In this capacity, he oversees the regulatory, compliance and enforcement functions for the Agency. Prior to assuming this position, Mr. El-Hindi served as the Associate Director for Program Policy & Implementation at the Office of Foreign Assets Control in the U.S. Department of the Treasury from June 2005 to June 2006. In that capacity he oversaw OFAC’s Compliance Outreach Division, Licensing Division and Policy Division. Previously, he was an Attorney-Advisor in the Office of Chief Counsel (Foreign Assets Control) within Treasury’s Office of the General Counsel, where he served as a legal advisor on various economic sanctions programs. Before joining Treasury in December 2000, Mr. El-Hindi was an associate at Patton Boggs LLP in Washington, D.C., where his practice focused on U.S. regulation of international business transactions, representation of foreign sovereigns and international banking litigation. He is a past president of the Washington Foreign Law Society.

James H. Freis, Jr. was appointed Director of the Financial Crimes Enforcement Network (FinCEN) on March 5, 2007 by the Secretary of the Treasury. As Director, Mr. Freis oversees FinCEN’s efforts as administrator of the Bank Secrecy Act (BSA) to establish and implement policies to detect and prevent money laundering and terrorist financing, as well as support the law enforcement, regulatory and intelligence communities through the sharing and analysis of financial intelligence. Since his arrival at FinCEN, Mr. Freis has worked toward ensuring that BSA requirements on covered financial institutions are efficient in their application, and effective in their service to law enforcement investigators, FinCEN analysts, and regulatory examiners. This effort has included: simplifying the reporting regime while maintaining its high degree of usefulness to law enforcement; making FinCEN’s regulations more accessible; and promoting a more efficient, risk-based process for compliance examinations. Under his leadership, FinCEN has strengthened its outreach to, and information exchange with, the regulated industry, in order to better align with the financial industry’s business incentives and risk-based approaches for protecting financial systems from abuse.

Jim Richards is the Bank Secrecy Act Officer for Wells Fargo & Co., and is a member of the Compliance & Enterprise Risk Management Group. The group provides regulatory compliance oversight for the Bank and holding company, and corporate support for operations risk analysis and control, including BSA activities. Jim also heads up the enterprise BSA Steering Committee and the Corporate BSA/Office of Foreign Asset Control (OFAC) Program Office. The BSA/OFAC Program Office is working to ensure that Wells Fargo has a strong, well-understood anti-money laundering and sanctions program, including establishing corporate policy, setting priorities and directing resources, sharing information and best practices, coordinating BSA/AML/OFAC compliance activities across the company, and investigating and reporting suspicious activity related to money laundering, terrorist financing, and customer and third party fraud. In addition to his BSA, AML, and OFAC responsibilities, Jim manages the enterprise Customer Due Diligence Group and Credit Investigations Department, and oversees the Corporate Fraud Risk Management Program. Prior to joining Wells Fargo in October 2005, Jim was head of Bank of America’s Global Anti-Money Laundering Operations group. Previously, he was head of FleetBoston Financial Group’s Financial Intelligence Unit, responsible for investigating terrorist financing and money laundering. Jim was a Special Constable with the Royal Canadian Mounted Police prior to beginning his legal career, with nine years in private practice specializing in commercial litigation, and four years as a prosecutor specializing in organized crime, narcotics, asset forfeiture, and public corruption.

He also provides policy interpretations and guidance to field staff, represents the OCC and the U.S. Treasury on interagency task forces, and develops training programs. Kathryn Hinton is an assistant vice president in the supervision and regulation division at the Federal Reserve Bank of Atlanta. In this capacity, she is responsible for the anti-money laundering, information technology, wealth management and operations risk teams. Before joining the Bank, Ms. Hinton worked as a commercial lender. She joined the Atlanta Fed in 1992 as an international bank examiner and served as a field team leader for the international examinations area, which examines foreign banking organizations that conduct business in the Sixth District. In 2004, she became director of operations risk responsible for the Bank Secrecy Act/anti-money laundering team. In 2008, Ms. Hinton was appointed as assistant vice president. Beyond her primary responsibilities, Ms. Hinton serves as an instructor at Federal Reserve System board examination schools and has conducted seminars on anti-money laundering and foreign bank organizations. Prior to joining Wells Fargo, Les worked for the U.S. Department of Justice from 1984 to February 2010. Serena Moe served as the General Counsel for Economic Sanctions at Citigroup, advising all Citigroup businesses on issues related to economic sanctions. She assumed this position in September 1997 serving thru December 2011. Ms. Moe also had responsibility for advising on anti-boycott laws, and the Foreign Corrupt Practices Act. Before coming to Citigroup, Ms. Moe served as the Deputy Chief Counsel at the Office of Foreign Assets Control of the U.S. Treasury Department. Ms. Moe joined the OFAC legal staff in 1988, and served as the principal attorney for the Cuban embargo and the sanctions used to protect Kuwaiti assets. Sergio Alvarez-Mena is currently an Executive Director of Morgan Stanley Smith Barney, LLC. Mr. Alvarez-Mena was formerly lead counsel for the Private Wealth Management division, as well as lead counsel for all U.S. based cross-border business including the Latin American division, and its New York, Geneva, Miami, and Sao Paulo offices. Prior to joining Morgan Stanley & Co. in December 2008, he served as lead counsel to Merrill Lynch International Latin America Private Client division and Merrill Lynch Bank & Trust (Cayman) Ltd. From 1989 through 2000, Mr. Alvarez-Mena was an equity partner of Morgan Lewis & Bockius specializing in cross-border matters and the representation of financial institutions in those matters.

Stephen Stombelline | Managing Director BNP Paribas Stephen C. Strombelline has been the Managing Director, Head of Ethics and Compliance for BNP Paribas in North America since 2003. He spent the preceding four years as Director of Compliance for Barclays Capital Inc. Previously, he served as Deputy Compliance Director for BT Alex Brown and Head of the Regulatory Affairs and Compliance Review Group at Salomon Brothers Inc. He started his career at the NASD and spent much of the next 16 years as Associate Director of the New York District Office. Susan Galli is currently the Director of AML Programs, part of the AML Governance Office for HSBC North America Holdings, Inc. She has responsibility for AML policy and program development. Ms. Galli served as a Managing Director and Practice Leader for the AML Compliance Risk Advisory & Forensics Practice of a big-five consulting firm. Ms. Galli, who is fluent in English and Spanish, has over 17 years of senior-level anti-money laundering experience providing a vast array of services including developing AML risk scoring policies and procedures for various business lines, implementing automated customer acquisition due diligence processes for the correspondent bank and corporate bank accounts of Citibank’s Latin America Division and developing and approving the Customer Identification Program Procedures and exception requests for business lines in Latin America.

Suzanne Williams is the Manager of the BSA/AML Compliance Section of the Division of Banking Supervision and Regulation at the Board of Governors of the Federal Reserve System. In this position, she works with Reserve Bank and Board staff in designing and implementing supervisory strategies to address significant Bank Secrecy Act, anti-money laundering and Office of Foreign Assets Control issues, including related enforcement actions. Ms. Williams develops policy interpretations and guidance for financial institutions and examination staff, represents the Federal Reserve on several interagency task forces, and conducts frequent industry outreach on compliance matters. Ms. Williams began her career as a safety and soundness bank examiner in the New York Region of the Federal Deposit Insurance Corporation. She subsequently served as a Senior Financial Analyst at the FDIC and a Senior Regulatory Compliance Program Specialist at the Department of the Treasury's Financial Crimes Enforcement Network.

Sven joined KPMG’s Forensic practice in October of 2004. Prior to joining KPMG ForensicSM, Sven worked with the NASD (National Association of Security Dealers) as a Compliance Examiner. Sven’s industry expertise includes domestic and international banks, broker/dealers, trust companies and hedge funds, focusing on regulatory compliance, fraud issues and Anti-Money Laundering compliance. Sven participated in the development and deployment of KPMG’s proprietary Anti-Money Laundering approach and system, for both correspondent and retail banking, which focuses on the development of scenarios to identify potentially suspicious transactions as well as other indicators of money laundering or fraud.

Timothy P. Leary is a Senior Special Anti-Money Laundering Examiner at the Board of Governors of the Federal Reserve System in Washington, D.C. In this position, he works with Reserve Bank and Board staff in designing supervisory strategies to address complex BSA/AML issues and planning examination approaches to large banking organizations and financial institutions. Mr. Leary also participates on behalf of the Board in interagency and industry groups to develop and communicate BSA/AML policy guidance for financial institutions. He has served as a member of the interagency drafting group of the FFIEC BSA/AML Examination Manual since the group’s inception in 2004, and chaired the group for the 2010 revision of the Manual.

He is an experienced practitioner from the fast paced world of banking and technology. In 2006 Mr. Shah was appointed Chief Operating Officer of Clavex LLC. a wholly owned subsidiary of BLADEX - the Latin American Export Bank.
